It is tough being the district magistrate of Cooch Behar in Bengal -- administrating 3,000-odd sq km that includes scattered islands of Bangladesh, at any given time. But at midnight on Friday, when India and Bangladesh officially swap land, District Magistrate P Ulaganathan will experience what a civil servant might have experienced at Independence.
